To be confrontational

The problem is not the car companies but the standards and people wrongly assuming that test results are meant to relate to real world conditions.
I would argue the tests results are a useful measure between two different models.

I assume your headlight washers and rear washers dont work either?

Its suspicious that its just had a service, porsche windscreen fluid is known to produce a gunk if it is mixed with some brands of fluid, if thats the case they will charge you to clean out the washer bottle and pipes

they will normally wave the inspection fee if you are getting it serviced - but i bet you will have to pay the inspection fee even if it was serviced last week :-(

In terms of power if you run the cable down under the rubber on the passenger side you can use a piggy back fuse connected into the fuse box there - its much neater than plugging something into a lighter socket and it wont invalidate the warranty
