Given that it can be turned on/off in the software, it is a bit miserable of Porsche to charge for it at all. They could easily have an option to just turn it on and off yourself. I bet they are keeping it to add when they want to increase the prices and "throw in" PS+. Very cynical of them.

I think Macandriver is right. You need a petrol S. The trouble with that is the longer wait (unless you can find a build slot) will push you into the luxury car tax road licence territory.
