My 911 didn't have a full tank when I went to collect it. Pointed it out and told them to fill it up. No problem and 8 litres later it was sorted.
What I think they do is try to fill the car so that the gauge reads full (not in your case Northandy) and if they can save say 5litres per car that's a lot of money over the year
