Not sure that the "Mark forums as read" does as described....
I've found the mark forums read has not worked as described too. Same with mark all read links elsewhere.
You can tell from the target of the link that it's going to be hash/time based (e.g. index.php?hash=e9ec91e5&mark=forums&mark_time=1496645392 ) so any new posts since then will probably still be unread after you hit the link.
The forum software, even though newer than webwiz of the old forum, is still pretty ancient and doesn't show a live view of everything.
So this is by design. Without it, you'd mark as read new posts that you didn't know about due the stale nature of the page you were originally viewing.
