2) how to make payment to the seller? Is direct bank transfer ok?
I would go via a broker. Their commission would be worth the lack of hassle.
How do you involve a broker in a private sale?

You tell him the car you want and the amount you want to pay. He negotiates with the vendor. You pay him plus a commission. and he will pay the vendor on collection.

I did this on a BMW and he negotiated a £500 discount which covered his commission. (though I thought at the time that he probably got more off, but I was happy with the price I paid)

Personally I’d be very wary about paying off the sellers existing finance. I’d want finance cleared before I purchased a car, but it’s for everyone to asses what level of risk they are happy with.

Private seller doesn’t want any diagnostic equipment to be used on the car. I assume a technical inspection sill require diagnostics as so much of the car is electronics now. Should it concern me that no diagnostics are allowed?

That would ring alarm bells for me. I’d walk.

That's neat, a new one on me, for the benefit of the OP, where does one find a broker?

Google "Car Negotiation" . I cannot recommend any that come up. But I am happy to give the details of who I used to the OP if he PMs me.

Seller is telling me it’s not normal to run diagnostics!?! But had agreed to let me take the car to his independent service garage and let the diagnostics run supervised by them.. perhaps he is worried someone will mess with the settings on his car?

An oxymoron if ever there was. Walk Away. It doesn't matter how good or cheap it is. Another will come along.
