Buffing may or may not be required...it still looks to me (from the photos) like something lying on the surface.
Have you tried anything to remove it? (other than the detailer spray - which in itself will leave a hydrophobic layer behind, protecting the blemish)
Some tar and glue remover for example, might do the trick.
Rest assured, there’s plenty of lacquer to grind through before they hit the paint layer!

Virtually nil effect.
I reckon you could get that out by hand with a 'german pad' and something as common as SRP, to say nothing of the specialized Menzernas and a machine polish. The clear will be about 60 microns, probably quite a bit more, that blemish is probably 3 to 5 microns............
