No bulge no cords. I wouldn't replace it.. In a similar case I have just rubber solution glued the little flap.

The only tyre place I would trust is Costco, my local one is really good and take a lot of care.

Hi, Just a thought, I had my winters changed over to my summers during Covid, used a local mobile fitter, talked to him beforehand and explained how fussy I am about my rims and car, he was absolutely brilliant, had no need to worry, he respected my car and treated it with kid gloves, might be can idea for you, if you dont get the right answers can always avoid.

AS an ex tyre design engineer this tyre must be replaced now - it is unsafe.
