I am sure most modern VWs are EURO 6 compliant which means safe for next couple of years but the rules will change.
ULEZ seems scheduled to begin September 2020, ie 3+ years hence. Even if eg EURO 7 were to be required from say 2023 (which I doubt) then that's 6-7 years in the future - far enough ahead not to be a significant concern. Maybe residuals of EURO 6 cars will start to rise as those who still prefer diesels switch from older types?
From January 2018 all black cabs sold in the UK must be able to drive using electric technology. Will take a long time to change the existing fleet, but government are offering a £7.5k sweetener per car to change.
