I think all the manufactures are happy to let their emissions figures drift up over the next two years to have a high reference point to start the reduction required by 2030. I wouldn't be surprised if the figures drift up by as much as 30% which would make the reductions required after that a lot easier. Another cheat but then the new rules only require a reduction of 37.5%. Nothing specified as to where the new start point was so the manufactures will just ride a coach and horses through the loophole yet again. Very smart if far from the spirt of the agreement.

Is pollution measured in terms of CO2, that would be easy to explain an increase as less diesel cars are being sold.

It appears that passenger cars and LCV have to meet tougher emission standards, while HCV have more dated and therefore less draconian targets.
Or perhaps HCV is less publicised?
