It looks to me like a computer generation. Interestingly it was designed by Norman Foster! 🇬🇧 🍻

It was an actual photo taken in 2014 on a family holiday to the Montpellier area. It's taken from the observation point on the north side of the bridge. There's a great visitor centre there with the full story of how they built it. You do have to pay to cross, from memory it was around €8 each way back then. Here's one of us driving over it.

We'd thought to stop at northern end for a proper photograph but as it was only 11' we decided against it. 😱

It's an interesting experience inasmuch as there is no sensation at all of being where you are - goodness knows how many metres up in air.
