There’s a story running in The Times today - sorry not able to copy a link - re the increase in both major pollutant elements since the big ban came in place. They’re blaming it on the increase in taxis and buses!

London’s congestion charge has increased diesel pollution by a fifth, putting people at a higher risk of severe lung and respiratory problems, scientists say.

The charge, introduced in 2003 for traffic in central areas, reduced some forms of pollution such as carbon monoxide, particulate matter and nitrous oxide by up to 30 per cent. However, it has had the unintended consequence of increasing damaging forms of pollution, including nitrogen dioxide (NO2) emissions, because of the increase in traffic from diesel buses and taxis. Nitrogen dioxide levels have increased by 20 per cent since the introduction of the levy, which now costs £11.50 a day.

Diesel fumes are more harmful than those from petrol and the World Health Organisation reclassified them as carcinogenic because of evidence that they caused lung cancer.

A parliamentary inquiry declared air pollution a “public health emergency” that cost the economy £20 billion each year. Last October a “T-charge” was introduced, adding a £10 supplement to the congestion charge for drivers of older, more polluting vehicles. Stricter controls on emissions will be introduced across the congestion charge zone next April.

Researchers from Lancaster University, the University of Wisconsin-Milwaukee and the Norwegian University of Science and Technology presented their work at the Royal Economic Society’s annual conference.

John Heywood, lead author of the study, said: “Exempting buses and taxis meant that these diesel vehicles drove many more miles as a result of the congestion charge as commuters transferred out of personal cars into these forms of public transport. This reflected an explicit policy to expand public transport provision in the zone.

“As a consequence, the fuel mix of vehicles in the zone moved toward diesel . . . The reduction in other pollutants has to be weighed against negative health effects associated with a marked increase in NO2 emissions.”

The problem around my area is the age of the buses run by independent operators. Some of the buses are ancient and pump out plumes of black smoke when struggling to pull away from rest. One bus in a day must pump out mote particulates than my car would pump out in a decade.
