.....try re-setting the seat / comfort memory.....if the cruise is " on" it should be on again when you re-start the car (like the other comfort memory bits and bobs)
Mine is "on" by default...now, whether that's because that's how I left it last time I switched off (per Luke) I'll check in tne am.
Bizarre cruise control quirk

I wonder if the latest software demands that you turn it on before you can set it as I certainly couldn't set it without turning on.No, latest software allows it to be ON all the time. Don't think mine's ever been off since I got it. If yours doesn't remember the ON position, then that is a reportable fault. If the OPC fixes that for you, the 1mph issue might just be resolved at the same time.

Mine is also ON permanently, after the 1st time it was turned on, as it was was on my 2015 SD, so no change in software config. It sets to indicated road speed every time. However I do find 'push away' for increase and 'pull towards' for decrease to be counter intuitive, quickly learned though.

Did a quick experiment this am whilst out driving to the shops
Turned cruise off, reset the seat / comfort memory, turned cruise back on. Stopped the car, did our bits and pieces, when
I started the car again the cruise was on. So it's not linked to seat / comfort memory.
Turned cruise off, drove along a bit, turned the car off, switched it back on and cruise was off. So it would seem that the cruise being on or off is dependant on the state it was in when the car was turned off ie it reverts back to that state (a bit like the suspension settings.....)

Good to know, Paul. Thank you for that research.
I will now turn my cruise control on & leave it on. So next time I use it (usually only on average speed camera sections of motorway) all I need to do is nudge the stalk forwards/backwards. Should never need to press the button at the end of the stalk again...
