Do the rear turn signals/indicators blink amber in the UK?
If so, would the UK versions be plug & play for a US spec Macan?

Yes to the first question, don't know about the plug and play bit though.
Years ago I brought a Land Cruiser into the UK having lived in the US for 18 months. At that time it worked out at about half the price of the UK model. I bought UK light fittings for front and rear and it all worked fine. Had no problems registering it or with MoTs for the 20 years we owned it.

The part number for the taillight cluster varies by region, but the linked thread suggests that the different versions also have different connector plugs - definitely worth talking to a specialist.
