I've been doing seasonal tyre changes for the last 10+ years, and I always change first week or two in November, and then back around the second week of april.
I live in the midlands, but travel all over the country.
Winter tyres don't have any major downsides until temps get into the low teens. The 7C is a bit arbitrary, and depends on the type of winter and summer tyres you are using, but I find between 5C and 12-13C, that I can tell the difference in grip between performance winter tyres and UHP summer tyres, other than the winters clear water better.
Below 5C and in wet weather the winters offer massive advantages over UHP summers, and you need to be over 12-13C (and dry) before the summers offer any real advantage.
With the very mild winter we're having this year, either type would perform well, but my thoughts are that we are much more likely to see temps below 5C than we are above 13C before mid april, so I'll keep the winter boots on until then.
The one year I took them off at the end of march, we had 3" of snow the following week!

Looking at the farmers long range forecast we are going to see -8 mid march .
back to 5+ the end of march into April then rising so going in 2nd week of April for my change over to summers.
Hope they're right

Live in the south, so never bothered about summer or winter tyres, if it snows use wife's LR, lots of Scandinavian friends and I believe they have clearer changeover dates, suggest go with GMT changeover.

It's pretty personal and arbitrary. I'm down in the south and have swapped mid to late November and back mid to late March. This year the car is in to get the tail pipes replaced first week in April and so will be combining it whilst this work is being carried out. Do whatever feels right to you

Normally wait for the weather forecast to predict the cold nights are over and then switch - but this year my GTS has been designated as a "wedding car" and number one daughter (SWMABO) has instructed me to change to the summer 21-inch Sport Classics before the 7th April - her wedding day. Such a perfectionist. "Oh and by the way get those exhaust tips replaced!!"
