The basic problem is that scientists know full well that we are on the edge of an environmental disaster (sooner or later) unless these targets are met. The manufacturers also know full well that they cannot meet these targets with current ICE technology and regulators/politicians are caught somewhere in the middle. No politician wants to bring big industry crashing down, which is why manufacturers get away with such piss taking actions, and yet they (governments) feel obliged to make some token effort towards saving the planet. It's all a bit worrying for future generations, even the next one.
