It seems to be a Microsoft issue. I am not sure if it was ever explained.

If your OS or browser are ancient/unpatched, this could happen (ie your trust store has not been updated in a long time).
Or perhaps you've got some kind of infection that getting in the middle.
If you can, update your OS, use latest browser version. Or use a different browser.
As others have pointed out, the certificate used to identify and encrypt traffic from this website is fine (well, it is from feb 2 to may 3 2019 anyway).

I've got a desk-top on W7 and a laptop on W8 both on latest version of IE11 the desk-top has NIS the laptop uses windows defender and I get the SCR pop up on both. I have an ipad and I don't get it on that. I can uncheck the box in IE and disable it checking for all revoked certs but I'd rather not do that. Google tell me I should be able to find and look at the certificate in advanced options, I can see many certificates there but can't identify this forums certificate - how do I identify this forums certificate?
I gave up on Explorer quite a while back (I think it was IE9 or IE 10) on my main PC. So many conflicts, certificate warnings,

I don't use IE except on some ancient work Windows 7 devices, so can't say more on that. But you seem comfortable googling, so that will probably help you out here.
But do yourself a favour and use almost any browser except IE: Chrome, Firefox, Opera... anything really.
If it still happens, then they are using your operating system's trust stores/certificates, in which case you probably need a different kind of forum for help
