Thanks, guys. I think I’ve managed to remove 99% of it with my quick detail Turtle Wax spray, a micro-fibre cloth and lots of elbow grease.

I’m just relieved that ‘he’ didn’t use a knife, screwdriver or similar...

Wouldn't be be surprised if that 'handle' could be traced with a bit of effort. Where was it parked?

I find Autoglym tar remover is very good at removing lots of difficult marks and stains.
