why odes this forum seem to not support image attachment to personal messages?

Recently I performed an image capture, creating a .jpeg file with the plan to attach it to a message I was sending to another forum member. When I tried to perform the attachment, I found the options supported include:
* insertion of a URL
* insertion of an image - only from a web site
How about adding the ability to attach an image from one's Mac/PC file system?
